This board meets in Agenda Session on the 1st Thursday of each month and in Regular Session on the 3rd Thursday of each month at 7:00 PM at the Stillwater Town Hall. To view copies of meeting minutes and general meeting information, click here.
Duties of the Stillwater Town Board
The Stillwater Town Board is the legislative body of Town Government. It is the only branch of Town Government which can pass laws.
Under the leadership of Chief Fiscal Office, Supervisor Edward Kinowski, this board oversees the budget for the Town of Stillwater and is responsible for the fiscal polices of Town Government.
This Town Board, in cooperation with the Town Planning Board and Zoning Board of Appeals, oversees and administers the Town of Stillwater Comprehensive Plan for Land Use and Long-Range Planning in the Town of Stillwater.

Town Board

Edward D. Kinowski – Supervisor
Ed Kinowski began his duties as Town Supervisor on 1 January 2010. He retired from the 109th Airlift Wing in 2008 after 38 years of service to his community, State and Nation. He attained the rank of Colonel in the USAF and retired as a Brigadier General from the New York Air Guard. Ed has served in numerous Command positions to include Director of Logistics for the Combined Air Operations Center for the Iraq and Afghanistan wars, 109th Wing Vice Commander, and Aircraft Maintenance Group Commander. He brings a wealth of proven leadership ability and management skills in the fields of Finance, Personnel, Logistics and Facilities management. Ed spent his career in the Federal Civil Service residing in many management & supervisory positions. His experiences include developing, coordinating and executing budgets in excess of $30 million; resided on Financial Management Boards, Facilities Management Boards, Union / Management contract negotiations; Long and short range Facility and infrastructure planning Contracts and Aircraft Accident Investigation & Safety Boards.
Ed has built a strong knowledge base in a variety of skills and ability that mirror the inherent duties of a Town Supervisor. His in-depth knowledge of budget and community infrastructure, logistics and working at many level of government will help to lead the Town Board through the challenging years ahead.
Supervisor Kinowski’s main priorities are: Strong budget oversight and control; improvement of public interaction with all areas of Town Government; develop a sound strategy for growth; and provide the best possible County representation to improve services and reduce costs.
Ed is a member of the Stillwater / Mechanicville Elks, Saratoga Lake Association, Militia Association of the State of New York, National Guard Association of the United States and a member of the Stillwater Republican Committee.
Art Baker - Deputy Supervisor
Councilman Baker has been involved in Stillwater Town Government for 20 years. He began his service to the Town of Stillwater in the capacity of Town Assessor. He held the post of Town Assessor for two years.
While serving on the Town Board, Councilman Baker has been appointed as Chairman of the following committees: Landfill, Sewer, Highway and Election. Also, he has served as a member of the Water Committee. Currently he is Chairman of the Buildings, Grounds, Parks & Recreation Committee and serves on the the Police Commission, Community Center and Promotions & Public Relations Committee.
Councilman Baker is an active volunteer in his community. He is a member and past officer of the Stillwater Legion Post 490, the Sons of the American Legion, past member of the Stillwater Rescue Squad, member of the Elder Care committee, and a home delivery volunteer for Meals on Wheels.
He supervises the boys basketball program for fourth, fifth and sixth grade boys at the Stillwater Area Community Center.
Councilman Baker and his wife, Kathy, are lifelong Stillwater residents and graduates of Stillwater Central School. They both are involved in activities related to the school. Their son, Michael, graduated from Stillwater Central School.
Ken Petronis - Councilman
Councilman Petronis has been involved in Stillwater Town Government for 28 years. He began his service to the Town of Stillwater in the capacity of Town Justice. He held the post of Town Justice for fourteen and one-half years.
While serving on the Town Board, Councilman Petronis has been appointed as Chairman of the following committees: Lighting, Public Safety, Historical and Youth and Recreation. Also, he has served as a member of the Refuse/Recycling and Land/Buildings Commitees. Councilman Petronis was a member of the Police Commission for five years. Currently, he serves on the following committees: Town Infrastructure and Capital Projects.
Councilman Petronis is the past President of the Saratoga County Magistrates Association and past President of the Riverside Fire Department.
Councilman Petronis is a United States Army Veteran, having served his country from 1955 to 1957.
Councilman Petronis is an active volunteer in his community.
Councilman Petronis and his wife, Rose, are lifelong Stillwater residents. Rose Petronis is the former clerk for the Town of Stillwater. She held that position for seventeen years, retiring on December 31, 2002.

Lisa Bruno - Councilwoman
Councilwoman Bruno is serving her first 4 year term as a member of the Town Board. She has been an active community member and is committed to fiscal accountability and open government. Councilwoman Bruno is thankful for the opportunity to serve the people of Stillwater.
Councilwoman Bruno currently serves as Chair or the Community Center, Police Commission, and Library & Historical Committees. Councilwoman Bruno also serves on the Promotions and Public Relations Committee..
The Councilwoman Bruno is Director of Community Relations for Saratoga County for Senator McDonald.
Councilwoman Bruno and her husband Al Bruno are the proud parents of Cameron (9) and Brianna (3). Cameron attends Stillwater Elementary and is active in many local sports organizations.
Ginger Whitman - Councilwoman
This is Councilwoman Whitman's first term as a member of the Town Board. She believes in a more open government, a conservative approach to spending and realistic budgets. As a lifelong resident, she has the time and is committed to the people of Stillwater.
Councilwoman Whitman serves on the Town Infrastructure, Capital Projects, Promotions & Public Relations and Library & Historical Committees.
She is presently a member of the Foundation Board for Saratoga Bridges (serving the developed mentally disabled,) and been involved in the community and Town Government for many years.
The Councilwoman resides on Kellogg Rd is the widow of Don Whitman and has two sons, Edward and Timothy, and a granddaughter Conner.
